feat(tbc): add TBC agent launcher and workspace

Adds start-tbc.sh and .tbc-workspace/CLAUDE.md for the Technical &
Business Consultant role — independent advisory agent reporting to CEO,
matching the established pattern of start-cto.sh / .cto-workspace/.
